could it be a panic attack?

My daughter was diagnosed with migraine without headache at age 11, She is now 23 and another doctor thinks it some kind of seizure disorder,another doctor thinks it's all in her head... Now they say panic attacks... Her symptoms are a sudden jolt like feeling like someone jumps out at you from around a corner and scares you,followed by double vision,heavy head feeling,heart racing,and general feeling of fear.... sound like a panic attack to you? Anyone have these symptoms? any imput would be helpfull, Thanks!!!!

I started having panic attacks about 2 years ago after my daughter moved from home I am a single mom
my attacks seem to start at the bottom of my back and I can feel heavy tension rising until it works its way to the back of my neck & across my shoulders, it gives me a burning sensation, my heart pounds, I get short of breath, and my head feels like it will explode but not from aching but from intense pressure, I usually have to take medication to get it to stop which really just puts me to sleep, I also have GAD which I am trying to deal with but some days its really hard but from the description you gave of your daughters symptoms it sounds like panic attacks to me, also some people have different symptoms.
