group maximum therapeutic benefit

I have combat PTSD. I have been in a VA PTSD support group. Our group was canceled. The VA group leader said that there were too many other Vets who needed help. Our group members are devastated. We contacted VA administrators and were told we had met our maximum therapeutic benefit. We all feel we need ongoing help. Most are 100% disabled. Does anyone know what this term means?
